John Kascenska ESSEX-CALEDONIA
John is a Republican from East Burke in Caledonia County, was born in Torrington, Connecticut. John’s family moved to Vermont in 1969, and he has lived in the Northeast Kingdom since 1992. John is a graduate of Poultney High School and Lyndon State College, and he holds graduate degrees from Virginia Polytechnic Institute and State University and North Carolina State University. John worked in higher education for 32 years, which included 25 years in the Vermont State College’s System as a faculty member and an academic dean. He has served his community as President of the Burke Area Chamber of Commerce; Burke Justice of the Peace; President of Lyndon Rescue, Inc.; Trustee and Chair of the Board of Northeastern Vermont Regional Hospital; Honorary member of the Vermont State University – Lyndon Alumni Council; and a committee member for Northeast Kingdom Broadband. John is the founder and owner of an outdoor recreation business in Vermont that provides nationally recognized certification programs in urban and wilderness medicine, and he works at Mt. Washington in New Hampshire, teaching avalanche education and rescue courses. Previous service as a State Representative includes membership on the House Committee on Commerce and Economic Development and on the VT National Guard and Military Affairs Caucus.

Marty Feltus- CALEDONIA-3
MARTY FELTUS has been a resident of Lyndon for the past 45 years, where she has been active in many local organizations ranging from the "Mother's Club" to the Northeastern Vermont Development Association. Her professional experience includes international sales, customer management, continuous improvement, and strategic planning. Twenty-five years as an elected town official has yielded a broad understanding of the issues facing our towns and villages. Marty served in the House of Representatives from 2013 to 2022, participating in the Committees on Natural Resources and Energy, on Appropriations, on Joint Information Technology, and on Prevention of Sexual Harassment. Her current local activities include representation on the NEKCV Communications District board and chair of Lyndon's Hazard Mitigation Committee.

Beth Quimby- CALEDONIA-3
BETH M. QUIMBY of Lyndon, Republican, is a lifelong resident of the Northeast Kingdom. She was educated at Concord High School and the University of Vermont, where she was a member of Phi Beta Kappa. She received a B.S. in Mathematics (cum laude). Beth returned to UVM recently to earn a master’s in mathematics through the Vermont Mathematics Initiative. She taught middle school mathematics at Barton Graded School in Barton, VT for over 30 years, retiring in June 2023. Civic involvement includes being a Justice of the Peace and serving on the boards of two local historical societies. Beth enjoys spending active time weight training, gravel biking, and four-season hiking. Member of the House of Representatives since 2024 (appointed to fill the seat vacated by Rep. Charles Wilson).
Deborah Dolgin- CALEDONIA-ESSEX
DEBORAH CORDZ DOLGIN, of St. Johnsbury, Caledonia-Essex district, represents areas that cover St. Johnsbury, Concord, and Kirby. Born and raised in Ridgewood, NJ, she is the youngest of three children. She graduated from high school in 1970. Later, she graduated from SUNY at Plattsburgh with a Bachelor of Science in Home Economics Education. She continued her education, completing her Masters in Education from UVM. Thirty-one years ago, she married her husband, Steve Dolgin, who was born and raised in St. Johnsbury. Together they have three grown children and eight grandchildren. For seven years, she taught Middle School in Lyndonville, VT. Four of those years she wrote the curriculum and she brought Home Economics to five outlying schools. Her husband and she both earned their pilot licenses in 2011. They were very involved with the Experimental Aircraft Association at Caledonia County Airport. Their local EAA Chapter gave many free flights to area children. They took this new knowledge a step further and developed an afterschool program in Aviation for middle school. She has served for three years on the board for Catamount Arts. They still fundraise for Catamount Arts by teaching waterskiing at Harvey’s Lake. If you know how to water ski, most likely you were taught by Steve. They work together in a small business. Her title is bookkeeper, and Steve’s title is “he does everything else.” In her leisure time, besides spending time with family, she spends time with fabric. Her hobby is quilting. No, she will not hem your pants.

Debra Powers- CALEDONIA-1
DEBRA “DEBBIE” POWERS is a lifelong Vermonter who grew up on a dairy farm in Ira, Vermont. She attended a one-room schoolhouse, Ira Central School, and graduated from Mill River Union High School in 1984. In 1986, she earned a degree in Agriculture Business from Vermont Technical College. Debbie even milked cows the morning of her wedding that year! She has been married to her husband for 39 years, and together they have four children. They are also the proud grandparents of one grandson, one granddaughter, and another expected in May 2026. Debbie’s professional life has centered around agriculture and community service. She was actively involved in dairy farming from 1986–1999, briefly in 2000–2001, and again in 2008. Currently, she works as a Customer Service Representative at Powers Agency, a position she has held since 2016. Debbie has also dedicated a significant amount of time to volunteer work. She coached girls’ basketball at Union Baptist Christian School for 10 years (1989–1999) and volunteered as a physical education teacher there as well. She has served in numerous volunteer positions at Concord Community Church. In her leisure time, Debbie enjoys collecting thimbles, traveling, trying new foods, and, most importantly, spending time with her family. Debbie resides in Waterford.

Scott Beck- CALEDONIA - DISTRICT- SENATOR
SCOTT BECK of St. Johnsbury, Caledonia County, Republican, born in St. Johnsbury, Vermont. Upon completion of his undergraduate work at the University of Washington, he entered the United States Navy, and served until 1999 as a Naval Flight Officer. Scott made three extended deployments, and earned two Air Medals for
combat missions flown in Bosnia and Somalia. He was also the recipient of a Navy Commendation Medal, two Navy Achievement medals, and numerous campaign medals and ribbons. Scott has flown over 1,100 hours in jet aircraft and has nearly 300 carrier arrested landings. Upon completing MEd degrees in social science and mathematics at The Citadel, Scott returned to St. Johnsbury with his family and became an educator, dorm counselor, and coach at St. Johnsbury Academy; he continues to work at the Academy today and teaches American history, American government, and economics. In 2005, Scott and his wife, Joelle, opened the Boxcar & Caboose, an independent bookstore in downtown St. Johnsbury. He has been the chair of the Downtown Improvement Commission and Executive Director of the St. Johnsbury Chamber of Commerce. During his time with the Chamber, Scott initiated the Discover St. Johnsbury campaign, assisted with the reconstruction of the fire-damaged 1879 Building, and initiated the St. Johnsbury promotional film series. He is the founder of the Kingdom Maple Festival and a board member of RINK, which successfully reopened Fenton Chester Ice Arena after the pandemic. Scott is also the lead organizer of an effort to bring a regional sportsplex to St. Johnsbury. House Education Committee 2015-2018, House Ways & Means Committee 2018-2024. Scott and Joelle reside in St. Johnsbury, they have six adult children that reside in Vermont.

Brandon Thrailkill- CALEDONIA COUNTY SHERIFF
I was raised and reside in Lyndonville. I married my beautiful wife Julia in 2012 and we have 2 sons, Julian and Drake. I have been a law enforcement officer for over 14 years having graduated from the 95 th Basic Training Academy for Full-time Officers. I began my career as a Patrol Officer with the Lyndonville Police Department in 2012 before accepting a position as a State Transport Deputy with the Caledonia County Sheriff’s Department in 2021.
While at the Sheriff’s Department I was promoted to Lieutenant and later to Captain. My greatest professional accomplishment came in April of 2025 when Governor Phil Scott appointed me Sheriff of Caledonia County.
Since my appointment the Department has made tremendous strides to expand and fulfil obligations. To date, we are fully staffed relative to available work. We have an incredible group of staff who work diligently together to meet our goals and continue our progression. The feedback we consistently receive from our communities is positive and we all are proud to serve them.
Outside of law enforcement I am active in coaching youth sports and have been for nearly 16 years. I have coached all ages from grade school to high school whether it be basketball or baseball.
I truly enjoy connecting with our communities whether on or off duty.
